Appeal against decisions issued by Keva

If you are dissatisfied with a decision issued by Keva, you can lodge an appeal against it. We have sent you the appeal instructions enclosed to the decision, and there you will find detailed information on how to proceed with the appeal.

Lodging an appeal

Appeals against Keva’s decisions should be lodged with the Pension Appeal Board (TELK). The time limit for appeal is 30 days from the date of service of the decision.

The written appeal should be addressed to TELK but submitted to Keva.

Lodge your appeal securely in our online service My Pension (only in Finnish and Swedish). This is where you may verify the time limit for lodging your appeal.

If you cannot use our online service, you can send your appeal to Keva

  • by letter (postal address: Keva, 00087 KEVA)
  • by email (email address: oikaisuvaatimus@keva.fi. It is advisable to use Keva’s secure email: https://turvaposti.keva.fi/).

Keva will first consider your appeal, and if the decision cannot be rectified as requested, the appeal will be referred to TELK for consideration. You will be sent a copy of the statement issued by Keva in the appeal and you may send a reply.

TELK will send the decision both to you and to Keva.

Appealing to the Insurance Court

It you are dissatisfied with the decision issued by the Pension Appeal Board (TELK), you can lodge an appeal against it with the Insurance Court. The time limit for appeal is 30 days from the date of service of the decision issued by TELK.

The appeal instructions enclosed with the decision issued by TELK will inform you on how to proceed. The written appeal should be addressed to TELK but submitted to Keva.

The Insurance Court will send a copy of the decision both to you and to Keva.

There is no right of appeal against decisions issued by the Insurance Court.

Additional evidence in an appeal

If you receive new evidence in connection with your appeal (such as a medical statement B) after the transfer of your appeal to TELK or the Insurance Court, please send it directly to Keva.

We will examine your document and give an additional statement. We will send you the additional statement for your information and you may send a reply if you wish.

If Keva changes its standpoint on account of the new evidence, we will issue a provisional decision on the rectification. The final decision will be issued by Keva only after the decision issued by the appeal authority has gained legal force.

Processing times

The average processing time of an appeal at the Pension Appeal Board is approximately 6–9 months. At the Insurance Court, the average processing time is approximately 7–13 months. These processing times have been retrieved from the websites of the Pension Appeal Board and the Insurance Court (July 2023).

Please note that the actual processing time of an appeal might differ substantially from the average processing times. Aspects affecting the processing time include the complexity of the case at hand, the extent of the court documents and the need for additional evidence documents or sending them.
